Resolutions on the Current Issues

[Adopted by the Expanded Meeting of the CPN (Revolutionary Maoist) held on March 27-28, 2017]

  1. The expanded meeting of the Central Committee of our party condemns the indiscriminate firing and killing of five unarmed people recently in Saptari district by the security forces and strongly demands to constitute an authorised independent civil commission and take actions against the convicts.
  2. A Nepali citizen, Govinda Gautam, has been killed by the firing of Border Security Force of India, SSB, at Ananda Bazaar in Kanchanpur district. This incident is not only a murder but also a military intervention by India upon a sovereign country, Nepal. This expanded meeting strongly demands the Government of Nepal to immediately take up diplomatic initiative to make India apologise over the incident, compensate the bereaved family and take action against the convict.
  3. This expanded meeting strongly believes that the open border between India and Nepal has caused to intrude the Nepalese territory and increase anti-social activities including smuggling and trafficking and so demands the Government of Nepal to take up immediate diplomatic step with the Government of India to control the open border.
  4. This expanded meeting condemns the indifference the Government of Nepal has shown towards the problems faced by the earthquake sufferers and strongly demands to rehabilitate them soon.
  5. This expanded meeting urges the government of Nepal to take initiatives to prevent direct interference by mafias in education and health sectors and to adopt a policy in favour of national interest.
  6. This expanded meeting condemns Prime Minister Prachanda’s direct order to exempt tax on Ncell profit and strongly urges the government to collect it as soon as possible.
  7. This expanded meeting places a demand with the government of Nepal to scrap anti-national 25-point agreement between Nepal and India signed during Prime Minister Prachanda’s India visit and the decision that allows Indian air marshal to stay at Tribhuwan International Airport.
  8. This expanded meeting places a demand with the government of Nepal to take control over the monopoly of agents in agricultural market by fixing the price of agricultural products and managing markets for them.
  9. This expanded meeting demands with the Government of Nepal to immediately stop land-plotting activities carried out by land mafias and pursue a scientific land-use policy by establishing national ownership upon land.
  10. This expanded meeting places a strong demand to scrap anti-national projects like Upper Karnali, Arun III, Upper Koshi Dam and urges the government take up such projects favouring national interest.
  11. This meeting makes a special demand with the Government of Nepal to take measure to reduce dust pollution caused by the expansion of roads, laying of underground water pipes and building of structures in Kathmandu Valley.
  12. This expanded meeting strongly demands with the Government of Nepal to take up immediate steps to remove the consulate office the Government of India has unilaterally established at Biratnagar.
  13. The expanded meeting strongly condemns the military operation the Government of India has perpetrated against the indigenous Indian people, in the name of Operation Green Hunt. The meeting demands with the government of India to unilaterally stop the OGH and seek a political solution to the movement carried out by the Maoists.
  14. A district court in Gadchiroli, Maharastra, has sentenced life-imprisonment to four revolutionaries, including Delhi University professor G N Saibaba on March 17, 2017. He has been sentenced to life-imprisonment with a ridiculous logic that Saibaba, who is a wheel-chair bound intellectual with 90 per cent disability, caused a threat to the security of India. The expanded meeting denounces the ideological intolerance and inhuman decision of the Indian Court and strongly demands with the GOI to unconditionally release the revolutionaries including G N Saibaba.
  15. The expanded meeting places a strong demand before the government of Peru to unconditionally release Gonzalo, the Chairman of the Communist Party of Peru (Shining Path), who has been imprisoned in isolation uninterruptedly since 1992.
  16. The expanded meeting would like to draw attention of the United Nations to bring to an end the ruthless killing and displacement of the unarmed people caused by the imposition of war by the imperialist and regional forces in the West Asian countries including Syria and Yemen.
  17. This expanded meeting strongly opposes the intervention and chauvinist activities of imperialist forces upon the internal affairs of the countries including Ukraine and North Korea and demands to stop it.
  18. This expanded meeting supports the struggle of Ex- Gorkha British Army for equal facility and asks the Government of Nepal to take up diplomatic initiative with the British Government to make this demand fulfil.
  19. This meeting makes a special demand before the Government of Nepal to declare Bashudev Sah a martyr, who, an inhabitant of Amahi Bariyati-7, Morang, was killed by the firing of Indian SSB in the Nepalese territory on May 25, 2010.
  20. This meeting demands with the Government of Nepal to deposit the amount of compensation to the flood victims that it had promised three years back.
